First of all: it should go without saying that you want to get as much recharge as you can into AM - when AM is up, everything goes a whole lot easier. LR is definitely awesome, but is most useful as a regen debuff on AVs, which isn't hugely important at lower levels - definitely concentrate on slotting RI for -tohit and -def first.

Only suggestion I have for elec/ is to slot the attacks like normal damage attacks and ignore the end mod secondary effects - they're pretty negligible, especially at low levels.

The exception to palndrumm's suggestion is Short Circuit.

Slot this heavily for End Mod, slot early and slot often. This is your bread and butter endurance denial tool.

I'd also recommend hasten: you want Short Circuit up fairly often.

If Elec/Rad is anything like Elec/Kin, this is a fairly close in fighting set.

Well, what makes /Kin a close-in set when soloing at low levels is the fact that the tier 1 healing power is AoE around a target, so if you're soloing it only helps you* if you get in and mix it up (working on an En/Kin at the moment, so the doctrine is fresh in my head). /Rad's heal is just a regular PBAoE, my PBAoE-heal Corrs tend to prefer hanging back as far as possible.

* Okay, it still has a debuff effect even if you don't get healed, but you're still losing most of your effect if you hang back while soloing.

I'd actually been neglecting am. D: Lesson learned.
